Buildings, it is necessary that it should be clearly understood, that the occupation of them is imperative upon, and not to be optional with the officers, and further, that every officer is to pay the House Rent of a subaltern, acquiesceable. Regulations in force in India for the accommodation, which sum is to be deducted from his monthly allowances by the Pay-Master, and paid over to the Civil Authority to cover the expense of the first erection and subsequent repair of the Buildings.
As this part of the arrangement is solely of a Military nature, His Excellency leaves it to you to decide on it and issue the necessary orders; and the moment that is done, the Engineer office can be instructed to draw on the Civil Treasury for such part of the money as he may require, and to commence the work.
